About the Cooperative
Who We Are
LEYTE V ELECTRIC COOPERATIVE, INC. (LEYECO V) is the fifth electric utility in the Province of Leyte, incorporated with the National Electrification Administration on December 21, 1977, under R.A. 6038 as amended by P.D. 269.
Working on the franchise principle, LEYECO V serves eleven (11) municipalities and one (1) city — Ormoc City — covering the 3rd and 4th districts of Leyte. On August 1, 1979, it assumed operations of the Aboitiz-owned ORELCO with fewer than 3,000 consumers. Today, all 391 barangays are energized with 157,725 registered member-consumer connections.
NEA assists the management on a need basis. Policies are defined by the Board of Directors — eight (8) members representing eight (8) representative districts. Officers include: President, 1st Vice-President, 2nd Vice-President, Secretary, Treasurer, and an Auditor.

Foundation
The fifth electric cooperative in Leyte — formally registered with NEA on December 21, 1977, under R.A. 6038 as amended by P.D. 269.
Start of Operations
Assumed ORELCO on August 1, 1979 — only 21 km of lines and 2,736 consumers. Power plant was excluded from the purchase.
Growth & Classification
Among the last of 120 cooperatives in the Philippines to operate — now covering all 391 barangays, classified AAA · Mega Large EC as of December 2025.
